Position Title: Community Cat Program Coordinator (Houston, TX)

Location: Houston, Texas (Harris County)

FLSA status: Non-Exempt

Position Summary: Work in all aspects of promoting and advocating Best Friends Community Cat Program, reducing community cat populations. Direct SNR (shelter/neuter/return) at Harris County Veterinary Public Health. Lead TNR (trap/neuter/return) efforts across Harris County. Responsible for carrying out fieldwork in the Houston area, trapping and working with caregivers of free-roaming cats for spay/neuter. Transport cats to and from the designated surgery clinic, and bring cats back to their colony locations.


  • Lead TNR efforts.  
    • Operate a trap loan system and keep accurate records.  This include managing inventory and delivery traps / cats as needed.
    • Directly provide strategically identified trapping services.  This may include identifying location, gaining permission to trap, and physically trapping the cats.
    • Train new caregivers and volunteers in TNR and use of traps in the field.
    • Keep traps in working order, clean and clearly marked with Best Friends tag.
    • Keep plenty of supplies for trapping on hand.
    • Clean traps after release, for next use.
  • Oversee relationships with spay / neuter partners.
    • Work with shelter veterinary staff to ensure cats are on the surgery schedule.
    • Get the cats (5 to 30 cats) to the clinic in a timely manner. Ensure that cats are organized by colonies and properly labeled including any medical concerns, relaying any relevant information to the medical team and other staff.
    • Clean the clinic area when cats stay overnight.
    • Schedule spay/neuter appointments for the clinic for individual clients.
    • Assist in making reminder calls to clients for their appointments, and rework and reschedule last-minute changes in the schedule.
    • Provide monthly and year-end reports of all spay/neuter done through S/N providers.
  • Lead the SNR efforts.
    • Select program eligible cats from the shelter.
    • Manage those cats from selection through to sterilization and recovery.
    • Release SNR cats to their colony.
    • Mitigate complaints and provide solutions to both caregivers and complainants.
  • Operate the CCP hotline.
  • Maintain program supplies.
    • Keep track of all food donations coming in and going out. Coordinate moving food, as donations come in.
    • Drop off dirty laundry and pick up clean laundry; fold it and put it away. Keep a good stock of laundry available, picking up donations as needed.
    • Maintain the transport van by making sure that oil changes and regular maintenance are done.
  • Ensure that clinic policies and CCP program and procedures are being accurately followed.
  • Manage cat program data
    • Update client cases regularly, keeping track of colonies and caregivers.
    • Accurately input data entry to online database for cats that come through the program.
  • Collaborate with local shelters, animal welfare organizations, and the public to increase positive outcomes for community cats.
  • Hang door hangers in the neighborhoods where the TNR/SNR'd cats are returned.
  • Work with Volunteer and Visitors division to recruit and effectively utilize volunteers to support the work of the program.
  • Perform other duties as assigned.

Required skills and Experience:

  • Strong leadership skills with the ability to think quickly on your feet.
  • Ability to professionally advocate Best Friends' position on issues.
  • Able to educate people about the process of TNR in a clear and effective manner.
  • Knowledge and experience with community cats and trapping cats, and knowledge about how to safely operate cat traps.
  • Excellent people skills. You must be friendly, confident in your knowledge and able to convey your message clearly.
  • Good management skills. You will be working with diverse groups and individuals and must keep everyone focused and working together.
  • Accurate record-keeping and ability to provide monthly reports on various programs.
  • Proficiency with Internet navigation and a variety of computer software applications, including Microsoft Office. Ability to learn additional software applications, as needed.
  • Proven written and verbal skills. Spanish speaking/writing a plus.
  • Experience in project management, with strong time management skills, organizational skills, problem-solving skills, and the ability to handle multiple tasks simultaneously.
  • Ability to work effectively inside a municipal shelter on a daily basis.
  • Strong interpersonal skills to handle sensitive and confidential situations. The ideal person for this job is a team player, personable, professional, upbeat and energetic, takes the initiative, and uses tact and diplomacy.
  • Bilingual (Spanish) is preferred.

Physical Requirements:

  • This position will be stationed out of Harris County Veterinary Public Health.  
  • Willing and able to travel and work across Harris County (Houston, TX)
  • Knowledge of how to access and read relevant documents provided by shelter.
  • Must be able to lift 50-plus pounds at a time.
  • Must be able to work in extreme weather.
  • Must be able to sit for extended periods of time working at a computer, doing repetitive typing, arm and hand motions.
  • Willing and able to work varied hours and dates, including holidays, weekends, and late and early hours, as needed.
  • Current driver's license and a good driving record.
  • Must be at least 21 years of age.
